Анотація

В статті аналізується динаміка перебігу переговорів Румунії та Болгарії щодо членства в ЄС та розкриваються їхні кроки на шляху до інтеграції, а також вирішенні основних проблемних питань. Доведено, що новий підхід Бухареста, зокрема інституційні реформи, створення національної системи координації європейської інтеграції та розробки Національних програм і Планів пріоритетних дій підготовки вступу до ЄС, зумовив прискорення процесу підготовки до інтеграції та проведення переговорів. Встановлено, що органи ЄС намагалися сприяти інтеграції Румунії та Болгарії шляхом модернізації Партнерства приєднання у 2002 і 2003 рр. та оновлення Дорожньої карти у 2000 і 2002 рр., а також надання і збільшення обсягів фінансової допомоги. З огляду на певне відставання Румунії та Болгарії, ЄК і ЄР закликали їх активізувати зусилля, чим підтвердили схильність ЄС до надання їм повної підтримки. Обґрунтовано, що прийняття у лютому 2004 р. фінансового пакету для приєднання Румунії та Болгарії активізувало переговори й сприяло виконанню найскладніших розділів acquis у 2004 р. У звітних документах Комісії по Румунії та Болгарії за 2004 р. констатувалося на продовженні виконання ними копенгагенських критеріїв та імовірної готовності до членства через три роки. Зазначено, що доклавши ряд зусиль та провівши форсоване реформування, вищевказаним державам таки вдалося досягти членства в ЄС в 2007 році.
