Антикорупційна політика Румунії: результати, перспективи та досвід для України

У статті здійснено аналіз результатів та перспектив антикорупційної політики Румунії. Використання методу логічної ланцюгової моделі оцінки урядових програм та проєктів дозволило довести, що в Румунії сформувалися два конкуруючих підходи щодо доцільності форм та методів даного процесу: перший з них зорієнтований на кількісну результативність антикорупційної політики, що досягається попри численні процесуальні порушення правової процедури; другий наголошує на необхідності та важливості забезпечення і неухильного дотримання процесуальних гарантій і правових рішень, зорієнтованих на якість результатів антикорупційної діяльності спеціальних антикорупційних структур. Встановлено, що зростання інституційного та організаційного потенціалу антикорупційних структур Румунії спричинило кількісне зростання результативності антикорупційної політики за одночасного зниження її якісних показників, відображених у процесуальних характеристиках реалізації антикорупційної політики. Обґрунтовано, що найважливішим аспектом антикорупційних практик, який може бути використано в Україні, є суспільний консенсус щодо співвідношення кількісних та якісних показників результативності та ефективності реалізації антикорупційної політики. Наголошено, що гонитва за кількісними показниками, втім, як і нехтування ними, неминуче формуватимуть суспільний дискурс щодо організаційної доречності/спроможності національної системи антикорупційних інститутів та принципів антикорупційної політики.
