Characteristics of the Implementation of Powers by Bulgarian State Institutions for Security Policy Issues

Abstract

The article defines that national security is the state of the society and the nation in which territorial integrity, sovereignty and constitutionally established state system are protected, and democratic functioning of institutions and fundamental rights and freedoms of citizens are guaranteed. It is established that in the management of the national security protection system of the Republic of Bulgaria, the National Assembly, President of the Republic and the Ministerial Council, in accordance with their competences, determine national interests and priorities; prepare and adopt normative documents acts, strategies, concepts, doctrines, action plans; define the main tasks of state bodies and structures on security issues, necessary resources to implement national security measures, mechanisms for managing them and monitoring their use. It is noted that the fundamental document, according to which state institutions carry out the formation, planning, coordination, and monitoring of the implementation of the security policy is the updated "National Security Strategy of the Republic of Bulgaria".
