Implementation of the Powers and Competences of Local Government in the Conditions of National and Global Security Challenges

The article deals with the state of exercise of powers and functions of local self-government bodies in wartime conditions. It is emphasized that, despite the dominance in these conditions of state bodies, and at the local level – of military administrations, local self-government plays a significant role not only in the implementation of ownership powers, but also in active functions in the field of defense. At the same time, the main functional load is concentrated in the local government of the basic level, which, as a result of the decentralization reform, became the main actors in the municipal government system.
