Abstract

In 2014-2022, Russia is waging war against Ukraine using military and non-military means. Non-military means of warfare focus on ideological, historical, cultural and civilizational issues. History, identity and culture are important for security and in the process of shaping the nation-state. Tackling challenges and threats from Russia should be comprehensive, including military and non-military measures.
