Теоретичні засади політико-правових норм Європейського Союзу у сфері захисту прав національних меншин

У статті проаналізовано витоки суперечностей між акторами етнополітичних процесів довкола питань захисту національних меншин і зв’язок цих явищ з релевантними політико-правовими нормами Європейського Союзу. Вказана міжнародна організація, з одного боку, прагне забезпечення миру та стабільності у Європі, а з іншого, відстоює впровадження принципів верховенства права, демократії та прав людини в практиці суспільних відносин держав, що є її членами чи виявляють інтерес до інтеграції. Це вимагає від ЄС особливої уваги до проблем міжетнічних відносин як сфери з високим конфліктним потенціалом. Відповідно, європейські інституції створили систему норм, впровадження та виконання яких покликані зменшувати чи нівелювати негативні сценарії розвитку таких процесів. Автор визначає основні суб’єкти міжетнічних відносин – держави проживання, національні меншини та материнські держави, у контактах між якими можливе виникнення суперечностей на внутрішньому та зовнішньополітичному рівнях. Приділено увагу можливим стратегіям впливу ЄС на взаємозв’язки між подібними акторами задля пошуку прийнятних рішень і забезпечення соціальної згуртованості.
