Принципи вироблення та реалізації цифрової політики в Європейському Союзі

В статті визначенні та деталізовані принципи вироблення та реалізації спільної цифрової політики в Європейському Союзі, проаналізовано характер інтеграції цінностей та людиноцентризму у контексті цифрової політики ЄС, досліджена ідея цифрового суверенітету ЄС як безпекового фактору, що визначає якість цифрової політики Об’єднання. Доведено, що джерелом спільної цифрової політики Об’єднання є сукупність геополітичних, безпекових та економічних викликів, з якими стикається ЄС та які здатні трансформувати бачення його майбутнього через необхідність концептуалізації ідеї цифрового суверенітету без звернення до територіальності. Обґрунтовано, що цифровий суверенітет як один з принципів вироблення та реалізації спільної цифрової політики ЄС актуалізує не тільки традиційні нормативні та законодавчі аспекти циклу європейської публічної політики, а й привертає увагу до нормативного статусу цифрової інфраструктури та геополітичного контексту. Встановлено, що цифрове поле, як предмет політики ЄС, набуває ознак поля глобальної політики, в якому предмет політики має не тільки економічні характеристики, а й безпекові та ціннісні. Зміст та характер політичного дискурсу ЄС щодо цифрового суверенітету актуалізував переосмислення взаємодії політичної влади та цифрових технологій, що забезпечує вироблення структурованої та стратегічної цифрової політики ЄС, яка базується та реалізується в парадигмі людської гідності як базової цінності ЄС.
