Features of Problematization of the COVID-19 Pandemic in the Regional Space of Public Administration of the Chernivtsi Region

Abstract

The article analyses the peculiarities of the problematisation of the COVID-19 pandemic in the regional field of public administration of the Chernivtsi Oblast, which indicate that in order to strengthen the potential of the region in the post-crisis period and increase readiness for possible similar challenges. It is advisable to include issues of biological security (the spread of viruses, infections, epidemics etc.) to regional strategic program documents in the area of regional development, regional security and civil protection of the population; to develop a response plan to epidemiological crises with the definition of clear regulations of coordinated actions for government structures, business and residents; to create a database of open data to ensure a high-quality argumentative component of management decisions; to form material reserves at the regional level, taking into account possible epidemics and other biological risks; to review the mechanisms of information and communication support under crisis circumstances in order to prevent the dissemination of fakes, the spread of mass panic and destabilisation of the situation in the region; to implement a flexible policy of introducing restrictions based on risk assessment both at the regional and territorial communities levels; and to introduce a module on the protection of society in the conditions of a pandemic/biological risks as a mandatory study in educational institutions of various levels.
