Formation of Territorial Recreational Systems Of The Transcarpathian Region In The Context Of The Implementation Of Administrative Reform

The article highlights the importance of aligning recreational-tourism development with the recent administrative reform of Transcarpathia, proposing a zoned framework of Territorial Recreational Systems that optimizes resource use, supports decentralization, and fosters sustainable and balanced regional development.
This research addresses the urgent need to adapt tourism and recreation planning to new administrative realities, ensuring efficient management, preservation of natural and cultural assets, and equitable socio-economic growth across territorial communities in Transcarpathian region.
The article examines the impact of the 2020 administrative reform on the territorial recreational systems (TRS) in Transcarpathian Oblast, Ukraine. This reform, which reorganized the oblast into 64 territorial communities and 6 enlarged districts, provides a new framework for the development and management of recreational and tourist zones. The primary idea is that aligning recreational zoning and tourism development with the new administrative boundaries enhances governance, planning, and resource optimization. The study highlights that TRS in Transcarpathia are shaped by natural, therapeutic, and cultural resources controlled by local communities, promoting a comprehensive approach to tourism within the context of decentralization and increased community autonomy.
The relevance of the research lies in addressing challenges such as adapting TRS to new territorial divisions, preserving natural recreational potential, balancing community interests, and ensuring sustainable ecological development. The paper uses analytical-synthetic methods, cartographic techniques, and territorial analysis for inventorying recreational and tourist resources considering the natural, infrastructural, and cultural heritage of the region. It draws upon both Ukrainian and international scholarly works to contextualize TRS as an interdisciplinary concept linking recreation geography, regional economics, and management.
Findings reveal significant disparities in tourist distribution across communities, with a few communities collecting the majority of the tourist tax, while many others remain underutilized despite rich resources. Key tourist attractions include mineral waters, historical and architectural sites, thermal waters, and mountainous landscapes. The study suggests sustainable tourism infrastructure development, such as eco-tourist camps ("glamping") and marked routes, especially in undervisited mountainous and lowland areas.
The article concludes with the proposal of 13 territorial recreational systems in Transcarpathia, reflecting the new administrative layout and aiming to optimize resource use, improve economic capacity, and strengthen inter-community cooperation.
