Territorial variations of the intellectual potential of regions of Ukraine (using the example of ZNO and NMT)

The article analyzes the spatial variations in the intellectual potential of the regions of Ukraine based on the results of the 2021 external independent assessment (ZNO) and the 2023 national multi-subject test (NMT), which are considered as indicators of the quality of school education and, accordingly, the level of human capital development. Three academic disciplines were selected for analysis, which were mandatory for passing for the testing results selected for analysis.
The purpose of this publication is to analyze various aspects of the formation of intellectual potential in the regions of Ukraine by evaluating the results of ZNO and NMT. To achieve this goal, the data of selected tests were analyzed, as well as the factors influencing the level of intellectual potential were identified, the effectiveness of measures to increase it was assessed, and recommendations for further development in the post-war reconstruction period were developed.
The intellectual potential of the region is manifested through scientific and innovative activities, which are manifested in inventions, patents and rationalization proposals that directly affect the increase in labor productivity. This area also includes scientific and technical potential, as well as the area of intellectual property. The information and communication aspect of intellectual potential includes computer equipment, communication facilities, library databases and electronic systems that create conditions for the development and effective use of intellectual resources.
The methodological basis of the study was the principles of territorial analysis of human intellectual potential based on the results of an independent assessment of the quality of knowledge of students – graduates of secondary education institutions of I-III levels. The main source of information was the statistical data of the Ukrainian Center for Education Quality Assessment on the results of ZNO and NMT by regions of Ukraine in comparison with 2021 and 2023. The analysis covered average scores in basic academic disciplines (Ukrainian language, mathematics, history of Ukraine), which are key for the formation of the general intellectual level of graduates, and were also mandatory for passing both tests. In the study of territorial differences in the intellectual potential of the regions of Ukraine based on the results of ZNO and NMT, a comprehensive approach was used, which combines methods of analysis and synthesis, spatial analysis, statistical data processing, graphic and others.
It was found that the average score of intellectual potential is highest in the city of Kyiv and Lviv oblast, where it reaches 147.5 and 150.9, respectively. The lowest average level of intellectual potential was recorded in Zakarpattia oblast with a score of 137.3 points.
It is also worth noting that the city of Kyiv and Lviv oblast have the highest average score on a scale from 100 to 200, which is 145.1 and 145.4, respectively. The lowest average score is observed in Zakarpattia oblast (139.2).
The analysis results show that the regions of Western Ukraine, in particular Lviv, Volyn and Ivano-Frankivsk, demonstrate increased indicators of intellectual potential, as evidenced by high average results of ZNO and NMT. This situation may be due to the presence of a developed educational infrastructure and the implementation of effective educational strategies. A significant role in this is also played by the high activity level of educational and scientific institutions operating in the territories of these regions. Lviv has the highest indicators of educational achievements, which can be explained by several factors. First, Lviv is a large city that attracts intellectual resources from the entire region, including talented students and teachers. In addition, Lviv is home to many higher educational institutions, which contributes to the preparation of students for ZNO and NMT.
The applied approaches allowed not only to trace the modern spatial configuration of educational achievements, but also to identify sustainable regional trends that can be used to shape a policy of balanced territorial development. The results obtained can be used to improve state educational and regional policies aimed at reducing territorial inequality in access to quality education.
